There will not be any kind of peace in Sudan, unless the dictator Omar Al-Bashir leaves the power

 

Darfur´s Friends Association (DFA) welcomed the United Nations Resolution number 1564, since it reflects our proposal that had been published on the web site (http://www.sudana.net/art_10_6_04) last year, in an Open letter directed to the UN and to the democratic governments, we asked the UN to declare Darfur a No-Fly Zone so as to protect the civilians from further Genocides. Now we’d like to hear about the arms embargo against the regime of the dictator, as well.

Omar Al-Bashir's dictatorial regime doesn’t worry about the suffering of the citizens nor the cohesion of the country, simply it looks for formulas that permit it to remain in power for the longest time that is possible, because the dictator knows that when his regime is over he and all those that have their hands stained with blood and their accomplices will have to face the law and, be judged for their crimes against humanity. For this reason the regime doesn’t want to solve Sudan’s problems all together, because it’s afraid of losing power, so it creates different groups of negotiators for different regions in Sudan: Naivasha (Kenya), Abuja(Nigeria) and Cairo and, they act as the master of Sudan, because they treat the opposition groups as slaves seeking freedom. With the signature of the well known "six protocols" in Naivasha, the regime guarantees its permanency in power happily, because they haven’t contemplated any kind of punishment for the Genocide committed by the regime in the south of Sudan, in the name of Jihad, during more than a decade.

In the recent Genocide of Darfur, the bloodthirsty dictator chose a brutal force to destroy the indigenous tribes, using Russian bombardiers MIG29s, Chinese Helicopters and the fascist Arabic militia Janjaweed (devils mounted on horses) that provoked a Genocide and massive displacements, which made all the countries worldwide react. Nevertheless, the dictator and "butcher", Omar Al-Bashir, was devoting himself to celebrate his second military promotion (from Colonel to General Lieutenant, just because his coup d'état in 1989 had triumphed and, after he became a Field Marshall), in the celebration, there were planes and tanks stained with the blood of the innocent darfurians. I hope that this wicked dictator will never manage to be an emperor like Boukassa was.

(If the regime really wanted to solve all the country’s political problems, it would have summoned all the political parties together), so as to discuss the future of the country and, to solve the problems from the root and not to administer tranquilizers that only turn the problem into a chronic disease that would extend to all the body that is the nation, like what is happening now in Darfur (it is bleeding and crying with sadness).

The malice of the dictator’s regime was made evident by its indifference towards the victims of the Genocide in Darfur, they didn’t give any worthy aid, but it set up obstacles to stop the Humanitarian Organizations who had asked for permission to enter Darfur to help the displaced people. Moreover, it was dedicated to mislead the ONGs and the displaced people. It accused the ONGs of preaching Christianity in the refugees’ camps and jailed many Genocide survivors because they talked with the Humanitarian Organizations about their drama and their suffering when they were attacked by the military regime and their villages were burned by the Janjaweed militia. The regime also accused the countries that demanded it to end the atrocities against darfur´s indigenous tribes to have organized a plot with the international Zionism and the United States imperialism in order to demolish a Muslim State in Sudan. This theory has been used by all the Arab dictators, because it moves the masses of Muslim citizens, mainly those who are susceptible to be manipulated by the dictatorial regimes, who use religion to obtain political objectives.

Three months ago I gave a conference about Darfur during the Barcelona International Forum 2004 (Spain), I warned people that the regime of the dictator Omar Al-Bashir will use this theory of conspiracy and plot between the Zionism and the US imperialism against Sudan and inturn Islam, when they feel cornered by the international community. Sadam Hussein, governed with a lay party (Hizb Al-Baaz), he used this theory when he felt cornered in the first Gulf War as in the second and added the phrase Alahu Akbar (Alah is great) to the national flag and call the Jihad, requesting aid from all Muslims in the world. Both dictators (Omar Al-Bashir and Sadam Hussein) are fake and, the only thing (that matters to them is power. Colonel Omar Al-Bashir came to power by force of the army through a coup d'etat on June 30,1989, the revolution of Al-Intikas ( The revolution of setback), nevertheless, on September 24, 2004 he announced that a group of people faithful to his former party NIF(National Islamic Front) leader, Dr. Hassan Al-Turabi was preparing a coup against his regime, he used very hard words to insult them and, accused them of using non-legitimate methods to overthrow his government and he said they will be punished without compassion, that means they will be executed (two or three of them have already been killed meanwhile they were in custody since this dictator had already assassinated many of his colleagues. Moreover, in the month of the Ramadan (the holiest month for Muslims) they attempted to overthrow his government and, now he tried to give lessons of legitimacy and laws, incredible to listen to a dictator giving such lessons, when he is governing with decrees and thanks to the permanent state of siege and the governors of the provinces are directly appointed by him and, called the president’s representives, instead of people’s representives. He dismisses them when he doesn’t feel comfortable with them and the citizens are mere tax payers and spectators.

Let’s imagine the following situation as a football game. For the negotiations of Abuja (Nigeria) between the Fighters for the Dignity of the darfurians (FDD) and the dictatorial regime of Omar Al-Bashir that sent a team with a captain called Majzoub Al-khalifa, known by his hatred towards "Aulad Al-Garib" (the people of Darfur) so as to beat them in the game of the negotiations, he was also accompanied by many pensioners loyal to Omar Al-Bashir as fans because their pensions depended on his regime. The team of the dictator spent the time haggling, they did not approach to score any goal, so the team of the FDD scored a nice goal against them, then the dictator’s players protested and rejected it, but as the spectators worldwide had seen their dirty way of playing using wild players called Janjaweed in the offensive position in Darfur, so nobody believes them and, besides, the international observers who were in the playground of Abu-Shok, Abu-Lahab and Yahanam (hell) camps that were filled with refugees, corroborated what the witnesses said about the ethnic cleansing, then the UN´s referees showed them the second yellow card and as the dictator realized the danger of his situation, since the next card would be red, this would mean his expulsion from power. He began to change his tactics: now he looks to bribe the trainer of the Team of the north opposition group in Cairo to join him and restarting the negotiation of Naivasha (Kenya), with the SPLM/A of Dr. John Garang, the regime tries to buy some players from the north opposition Team, since they already had done on other occasions, offering them a piece of the power cake.

The Dictator Omar Al-Bashir has the same attitudes as his teacher, the former dictator Nimeri, but this student has surpassed his teacher in his brutality and cruelty, because he has committed a Genocide against the indigenous tribes of Zaghawa, Fur, Massalit... of Darfur, against the southerners and the Nuba in south Kurdufán. Moreover, he has the cheek to speak about Islam and, hypocritically, he calls the government’s soldiers, who died in the civil war in the south of the country, martyrs, but not those who belong to the opposition. He speaks about Islam as if he was Salahu-Eldin Al-Ayubi of the 21st century, but not even dares to mention the name of Jerusalem; he only has courage to bomb women, children, elders, disabled people and disarmed men in the indigenous villages of Darfur, while Egypt occupies a Sudanese territory (the triangle of Halaib) since 1992, but the dictator does not dare to recover the honour and the wounded pride of our country. Moreover, he gave them generously a very fertile soil for their farmers to cultivate and, the most incredible and shameful thing is that he kneels down and accepts all their proposals, like the former dictator Nimeri, who cuts the hand of those who steel wallets, nevertheless, he stole from the country millions of dollars and, when he was overthrown by the Sudanese people he took refuge in Egypt. Would the dictator Omar Al-Bashir be doing the same because he is preparing for his exile in Egypt as Nimeri did? Because he has been in power for 15 years and, it’s quite enough time, soon the people will shout: down! Down! tyrant!

From our point of view Sudan will not have any kind of peace unless the dictator Omar Al-Bashir leaves power, since he denies that a democratic change will take place. All Sudanese citizens independent of their region, their origin or their religion, should have the same right and, all the parties should have the right to participate in national politics. As the dictator doesn’t want a permanent constitution agreed by consensus and accepted by all that guarantees all these rights therefore the dictator has two options:

  1. To open a new page immediately and to summon all the parties so that they participate in the writing of a permanent constitution and, to summon general elections and abandon the power for the elected president, as Mr. Suar Al-Dahab did, when he accepted the will of the people of Sudan and left power.
  2. To be removed someday by the Sudanese people as Nimeri, and to be registered in the history books as the last dictator and to be buried as the last tyrant of Sudan, since it’s impossible for another dictator to take power in Sudan, because if this happens again, it would mean the fragmentation of the country in four different countries (Darfur, South Sudan, East Sudan and North Sudan) or perhaps even more countries...

 

A proposal for the UN to prevent further Genocides and to eliminate the dictatorial regimes in the whole World

 

This proposal would permit the UN to eliminate the suffering from the evil of dictatorships, and the despotism that constitutes the origin of the majority of the world’s problem. Because the misery, the poverty, the corruption and the atrocities are synonymous with dictatorial regimes. So we believe that is necessary to use pacific means, but, incisive and effective at the same time, which remove the dictatorships from the root; but the economic sanctions would be harmful for our people and would be little effective. For example, the economic sanctions against Iraq for years did not affect Sadam´s regime, but killed a lot of children, elders and poor people in general, so it is not the best way to fight against the tyrants. To achieve this purpose we propose the following mechanism:

1. The United Nations Organization should introduce a new article, so as to ABOLISH the dictatorships and to eliminate the current dictatorial regimes from human society and to prevent militaries in the developing countries to come to power through coups d'état, acting as the following:

1.1 All the dictators and tyrants who govern thanks to the support of the army like the dictator of Sudan (Omar Al-Bashir) will be given 6 months to organise democratic elections and permit international observers and UN envoys, at the moment of voting. Besides, neither the dictators nor their collaborators should present themselves as candidates for the presidency.

1.2 The patrimony of the dictators and that of their collaborators should be investigated, and also submit the public administrations to an independent auditors in order to check the state and private companies that have had relations with some of the members of the dictatorial government or with their relatives and, also the movement of money in the Central Bank of the country.

1.3 In the case that some dictators reject to comply with the previous points the UN should order all the nations to withdraw their ambassadors from the mentioned country.

1.3.1 The expulsion of the dictator’s ambassadors from the whole world.

1.3.2 The declaration of arms embargo against the dictatorial regime.

1.3.3 The prohibition of travelling abroad for the dictators and their collaborators and, in the case that some countries receive them they also should be sanctioned, that means they should pay a lot of money to the UN, and if the country persists in collaborating with the dictatorial regimes the UN should apply the points 1.3 and 1.3.1 of this proposal to it, until it reflects and gives up collaborating with the dictatorial regimes.

1.3.4 The freezing of the dictators´ accounts and that of their collaborators and relatives abroad, until they are investigated.

2. In case that all the previous measures turn out to be ineffective, then the UN should declare the air space of the country as a No-Fly Zone, this means that no plane could enter nor go out of the country. But, if the country has nuclear weapons the following points will not be applied so as to avoid nuclear confrontation:

2.1 Giving an ultimatum to the dictator, within 45 days he must answer accepting a fair election, with the condition that he will not be a candidate any more. But if the dictator continues defying the international community, the UN should give permission for military intervention.

3. The invasion should be done in a tidy way using multinational troops, initially they should use intimidating actions: First the headquarters of the regime should be bombed and after they will be given 48 hours in order to reflect and accept all the previous points; if 48 hours pass, and the dictator does not collaborate, the UN should proceed with the bombing of all the army’s barracks, but intermittently (for example: three days a week ) so as to give the dictator a last chance, maybe he would change his mind after sometime and surrender.

3.1 In case that he continues to defy the international community, they should proceed with the destruction of the arms industries and ammunition stores, but NO CIVILIAN INFRASTRUCTURES SHOULD BE ATTACKED AT ALL.

3.2 The invasion of the country by a multinational ground troop’s force and the liberation of the country, plus the establishment of a UN government until a general elections is held.
