The United States of Sudan (USS)

By Bushara Ahmed Gumaa,

President of Darfur’s Friends Association (DFA)
December, 20, 2005

Darfur's Friends Association (DFA) warns that Abuja will not solve Darfur's conflict from the root, nor Naivasha will solve South Sudan conflict from the root. I'm not pessimistic, but realistic; next year we'll see the consequences of this an inadequate treatment of the country's conflicts. Because the real problem of Sudan is the dictator and genocidal Omar Al-Bashir himself, so:

THERE WILL NOT BE A REAL PEACE IN SUDAN WHILE THE GENOCIDAL OMAR AL-BASHIR AND HIS ACCOMPLICES CONTINUE IN POWER. THEREORE, DARFUR REBELLS SHOULD NOT NEGOTIATE WITH THIS WICKED DICTATOR NOR SHARE THE POWER WITH HIM, THEY SHOULD MAKE ALL THEY CAN TO TOPPLE HIS FASCIST, OPPRESSIVE AND GENOCIDAL REGIME SO AS TO REMOVE HIM FROM THE POWER. AND HE SHOULD FACE TRAIL BEFORE THE ICC FOR ALL HIS CRIMES. LATER, WE CAN BUILD A SOLID DEMOCRACY WITH A LASTING CONSTITUTION. THEN, AND ONLY THEN, A SOCIAL PEACE BETWEEN ALL SUDANESE ETHNIC GROUPS COULD BE POSSIBLE.

NO WAR DOESN'T MEAN NECESSARILY PEACE:
We cannot affirm categorically that the peace in South Sudan is a reality. The CPA contemplates the possibility of South Sudan independence, however, it didn’t solve some important issues, such as white Nile’s water distribution between the south and the north, and the borders between the south and the north are still not clear; rather there are territorial disputes, specially in Abei area.

DO NOT PUNCTURE HIS SHADE!!
Why did the dictator Omar Al-Bashir prefer not to include the Darfur and the East issues in Naivasha negotiation table, so as to solve all the country’s conflicts at the same time? Obviously, he used the tactic of “divide and conquer” to weaken his opponents. Now the dictator is delighted with this panorama of endless negotiations, because this way he’ll assure his permanency in power the longest time possible. This tactic allows him to act as the owner of the country's power and wealth cake, he took the biggest piece for him, and left the rest to be distributed among the rebel groups and the opportunist parties who have already joined the regime. The dictator spent almost four years of negotiations to sign an agreement with the SPLM/A, Now he’s negotiating with Darfur rebels since last year without great advances, so he’ll spend the rest of his life to sign an agreement with the Eastern rebels, because the date for beginning negotiation with them is not yet fixed.

Darfur's Friends Association (DFA) does not recognize the dictator's regime and the genocidal Omar Al-Bashir any legitimacy on the country’s power and wealth cake, because they’ve got it by the force of arms, and used Islamic religion as slogan to get personal and political objectives. The dictator used fraudulent electoral processes so as to clean his hands stained with the blood of thousands innocent citizens, who were murdered by his mad guard dogs. But the most serious crime that the dictator Omar Al-Bashir has committed is the genocide of Darfur.

IT’S SHAMEFUL!! TO SHARE THE POWER WITH THE MURDER OF OUR PEOPLE. MOREOVER, ETHNIC CLEANSING IS STILL GOING ON IN DARFUR:
Therefore, Darfur’s rebels should not accept sharing the power with the genocidal Omar Al-Bashir nor negotiate with his regime, because it's not legitimate. Darfur’s Friends Association (DFA) doesn’t accept the genocidal to continue governing the country as a colonial regime, sending his representatives to all Sudanese regions. They act as servants to their master in Khartoum and do very little for the local people. To solve all the country’s problems simultaneously and to go out of this labyrinth of endless negotiations and to prevent the country from more disasters, Darfur's Friends Association (DFA) proposes the following:

1. The current negotiations in Abuja should be closed, since the dictator’s regime is not legitimate. And it’s not worthy to share the power with the genocidal Omar Al-Bashir, who stills supporting the wicked Janjaweed militia, who made almost 3.000.000 Darfur’s indigenous people (Zaghawa, Fur, Massalit, etc.) homeless and the death of almost 400.000 of them. However, the cease-fire agreement signed between the regime and the rebels should be respected, for the benefit of our people.

2. The general elections stipulated in the CPA should be celebrated in the coming six months and the electoral process should be controlled by UN observers so as to be free and fair.

3. The genocidal Omar Al-Bashir, the architect of Darfur genocide Ali Osman Mohamed Taha and all their accomplices should not take part in the election process mentioned before. Nevertheless, the ruling party could nominate another candidate that his hands are not stained with blood, nor has any political responsibility in Darfur’s genocide, the tortures and murders committed by the regime during almost two decades.

4. Mr. Salva Kiir should assume the presidency until the celebration of general elections.

5. The genocidal Omar Al-Bashir, Ali Osman Taha and their accomplices should be arrested and taken to the International Criminal Court (ICC) to face trail for their crimes against the humanity.

6. The government formed after general elections should write a permanent constitution, choose a new flag that agreed by all the Sudanese people and to declare the United States of Sudan (USS), that means Sudan will be a country composed by several States united only by the defence, the foreign policy and the economy, leaving the rest issues for the States. For example, every State will have its own police, its Constitutional court and it can make its own laws, among other things. Thus, not only the South, Darfur and the East will have the opportunity to govern themselves with some kind of autonomy, but for all Sudanese regions, so as to prevent future conflicts. All the States will be governed by elected local people, not like what is happening now: the dictator nominates his servants from local people such as the governor of North Darfur Osman Kebir, and his friends from the North as his representatives in the regions. All this is done by the dictator himself from his palace in Khartoum, acting the same as the colonial governor.

7. Naivasha agreements will be respected and the referendum on self-determination for the South will be celebrated in the scheduled date.

8. If all these things mentioned before had been done this way, the Darfur rebels, the SPLM/A and the Eastern rebels would not had to beg any piece of power cake from the genocidal Omar Al-Bashir. Someday, when the real democracy comes, the marginalized Sudanese citizens will rule the country forever, in the same way that happened in South Africa. In Sudan there is a minority who monopolized the power since the Independence Day and monopolized the state companies. They’ve turned them into family enterprises; up to the point that when somebody applied for a job, it’s not enough to be a Sudanese citizen and with high qualification to occupy the vacant position, but he or she must belong to those who control the power.
In South Africa the minority ethnic groups of European origin had monopolized the power, discriminated, murdered and tortured the native population (the real owner of South Africa) during decades. But, when the real democracy came, the minority remained in minority, since the black South Africans would never vote for those who have discriminated and murdered their relatives and friends for decades. In Sudan, when the real democracy comes, the majority of the population will rule the country, and the minority will remain in minority for the same reasons mentioned before on South Africa. Then, the Sudanese television will not be a shop window for some ethnic group as it’s happening now, but for all the qualified Sudanese to occupy the position. Independently of his or her origin, colour, sex or religion

9. Once the government formed, the permanent constitution is written, the new flag of the United States of Sudan (USS) is chosen, then a process of reconciliation among different ethnic groups should be held in Darfur and in other parts of the country. There should be a process to trail all the criminals who have committed crimes against the humanity like the ex-dictator Jaafar Al-Numeri, who committed atrocities in El Gezira-Aba and Wad-Nubawi, Among other crimes. Besides, there should be an exhaustive investigation against those who have been enriched by using their high position and illicit means of making money; they should justify the origin of their properties and money.

10. If Sudan does not manage to turn into a “United States of Sudan (USS)” or any other similar system, which allows the country to establish a solid and lasting democracy, and the decentralization of the power. And if the genocidal Omar Al-Bashir manage to prolong his political life using dirty snares, then the country will continue under a totalitarian regime disguised of democratic. Consequently, there will be an unpredictable disaster in the coming months or years. If the genocidal Omar Al-Bashir, Ali Osman Taha and their accomplices are not trailed, even though the dictator manage to reach an agreement with Darfur rebels to share the power, then other rebellious group will born to demand justice for the Genocide victims and trail before the ICC against the assassins, because crimes against humanity can not be pardoned. Then, the Sudanese people will realize that peace and dignity are indivisible, that means, we can't live with half dignity and in a state of “no war, no peace”.

11. Naivasha agreements have not changed substantially the Sudanese politics (there're only some changes in the forms and in appearances); because, the regime continues its despotic attitudes and still supporting the atrocities of Janjaweed militia in Darfur. An example of the appearances of the "change" in the regime: Mr Salva Kiir is supposed to be the first vice-president and Ali Osman Taha the second vice-president (theoretically), but in reality just the contrary; Taha is the real first vice-president. In fact, all the mass media never calls Taha "the second vice-president", but just “vice-president”. And sometimes this element (Taha) is considered even above the dictator Omar Al-Bashir.

MURDERS, TORTURES AND ILLEGAL DETENTIONS AGAINST DARFUR’S INDIGENOUS PEOPLE CONTINUE:
The unlawful arrests are based on the ethnic group of the detainees, murders and tortures against the indigenous Darfurians, especially against those ethnic groups that represent the majority of Darfur rebellious groups, such as Zaghawa, Fur and Massalit continue suffering from the genocidal Omar Al-Basher’s mad guard dogs.

FRAUDULENT ELECTION PROCESS IN SUDAN:
In syndicalism elections in Al-Gezira and Al-Managel, in centre Sudan, the regime forged the elections in order to benefit its candidates who serve the interests of the dictator. For limit, the regime re-elected the dictator Omar Al-Bashir as a candidate for the hypothetical general elections stipulated in Naivasha agreements, which will be celebrated in three years time. So, this fact is very relevant, because it indicates that the dictator and his accomplices are not ready to leave the power, since they are afraid to be trailed for the crimes that they have committed. Therefore, the regime will do whatever to win the next elections with 99.9 % as usual. However, if this happens, then Darfur’s rebels would demand self-determination for their region, independently of the southerner’s decision.

12. The regime's supporters, the opportunists journalists and their meadia that repeat constantly the economic achievements of the regime (especially in oil sector), however, never mention any of the crimes that it has committed since it took the power by the force of arms in 1989. Moreover, wretchedly they justified the Darfur's genocide as "legitimate" action to defeat the rebels. They spit their poison and hatred towards us (Darfur’s people who struggle against the wicked dictator Omar Al-Bashir); they use their mass media that are subsidized and favoured by the genocidal Omar Al-Bashir, because they praise him constantly like “HAKAMAT”and conceal his atrocities and its regime corruptions. So, I'd like to say to all these miserable servants of the genocidal Omar Al-Bashir that the bloodshed and atrocities committed by their master against those who opposed his dictatorship with firmness: military men, students, politicians, workers... and the horrible genocide committed in Darfur by the regime and its damned militia Janjaweed, and the atrocities committed in the South Sudan, hypocritically, in the name of Islam; eclipse all his economic achievements. Besides, someday the dictator, his accomplices and all those who received benefits and favours from the corrupted regime, would have to face trail before the Sudanese society. Independent auditors should examine the oil concessions, contracts, accounts, income and expenses related with oil industry, the gold production, etc. Then we will discover the real reasons that made the dictator to keep Awad Al-Jaz as minister of Energy and Mining for many years.
